Are big animals controllable without animal lore?

I remember reading that certain minimum skill levels in both taming and lore were required to control certain pets. However, I couldn't find that information again. Is it possible to control the big pets (e.g. WWs, dragons, etc.) with a lot of taming and no animal lore?

nope! I believe animal lore is required

Depends on how much taming you have. With 120 taming you can control a dragon/ww with about 20 lore

But on that note, your stable slots and veterinary will kinda suck.
