Ever since OSI/EA added pack instinct (PI) to the game it has been a part of my playstyle. I LOVE running packs because it is challenging but also very powerful. An unmounted pack tamer is one of the most enjoyable playstyles I have ever played in all of UO (and I played for 15+ years)
That said, this is largely a pvp server and the PI bonus can be unbalancing in a pvp context. Most people never realized how broken packs were in pvp because they are also difficult to use effectively in pvp.
My suggestion is that you activate the PI bonus but have it only apply when the pet is hitting a non-player target. This would allow packs to be a viable option without unbalancing them in pvp. It would also add a challenging "on foot" playstyle where a player sacrificies the mobility of mounts to receive the 100% PI damage bonus.
I feel that packs are already viable in pvp under this server's ruleset without the PI bonus. I believe they would be unbalanced if the PI bonus was applied to pvp damage.
