I would like to suggest that ONLY teleporters be un-usable to people who are flagged as an aggressor. Or even better, any door/teleporter that isn't set to 'Anyone' should be un-usable if you are flagged.
House fighting was just fine back in the day. Lame? Sure. But it was entertaining...
They contribute. They are easy prey.
The problem is you can't identify them before it is too late without just going all hermit and not interacting with anyone.

Sure, the unknown is what makes UO fun, but it is to the point here where you don't trust anyone. There are several reasons for this but most importantly, is because you can have an easy 9 characters at your disposal. There is no player justice...
I would like to see a bounty system (for reds and blues, doesn't matter).
You get killed and you can put up a bounty on whoever killed you. I would gladly take on a contract to kill a blue pker.
We aren't talking about what I can do.
Have you heard of player vendors? They take gold coins in exchange for items either found on monsters or crafted by *gasp* other players.
You can farm a shitload of ettins with young player status and buy the gear to do ogre lords or titans with slayer...
Since I don't do conquests, I'll just leave this idea here so someone that does could run with it.
PVP conquests:
Conquest: No Retreat, No Surrender!
- kill 1 murderer in a dungeon that has flagged you
- kill 5
- kill 10... etc
