The staff here is awesome when it comes to helping players but their communication for downtime or major changes is very lacking. They should have definitely said something if factions were being removed...
Whenever I've had the issue you're explaining, it was an issue with my own ISP unfortunately. This means the server is still communicating to you but it never received your packet, thus you can't move.
Are you talking a delay from when you click on something? As in double click a chest - delay - then it opens? If so, that is server side. If you are talking about the mouse movement itself, that is on your end.
