I think the incentive needs to be in going out to sea, period. Whirlpools, mibs, etc. If it's profitable then people will risk their safety just to reap the benefits. Meanwhile dedicated pirating crews who are willing to put the time and effort into obtaining a galleon should have an advantage...

Not sure I understand your point? The amount of skills lost can easily be changed to accommodate what staff thinks is fair. And like I said, it gives previously useless skill scrolls a purpose.

The fact that non-consensual PvP is even an option is something that sets UO aside from almost every other game. That doesn't mean it shouldn't have repercussions. There's a reason shit like factions and order/chaos exists. If you want to pvp willy-nilly, then let's put more work into factions...
