Why do the GM's block off things like this? I followed someone into a gate that led down there but then I went up the stairs and was unable to get back in.

This is a perfect idea, the orc fort south of Cove should be sanctioned off from PKs so that us PvM types could hunt there with out worrying about being assassinated by some PK!
Reds were not allowed in guard zones back then, I remember clearly when I first started, I had an NPC escort at the Britain moongate that got a red instantly guard whacked when the red tried to run into the moongate.

Why not give us a little place where we can hunt without the threat of pks? Like in the Britain sewers, or Occlo island or something. Imagine if we could hunt headless ones and giant rats without having to worry about being assassinated by some pk who doesn't want anyone to PvM.

Really? So you think the duel pits should be opened to PKing as well? Or do you want to be able to watch people duel each other without the threat of being killed by another player?
