At the moment you can decode level 6 maps with 70 carto, but the tmap changes coming with the new expansion may require a higher level, not certain on that though, i would play it safe and run with 80 med if you already have 100 carto, it's a pain to macro, cause scrolls are heavy lol

You could go to the outside of a graveyard, near a fence corner and discord I think, should work similarly to provo, or ask around in game for a rune to the 'bards table', I know you can gm provo there, and its a dungeon, so good gains, and I assume discordance will be the same

At GM the chance of pulling a mib is like 2 per hour. I think the chance is just very low at your level, of pulling up anything other than fish and boots. The maps are worthless anyway, I think they are level 1 or 2. I would just grind fishing to the next full point, then buy scrolls to get to...
