I've said this numerous times: I don't feel like you balance the "nobody would die" issue by just giving players extra damage with little to no drawback. It was possibly an attempt at correcting that issue, sure, but there are other ways to correct that issue that should be explored.

It just so happens that the big rewards on UOF are PvM related (outside of gold), so they're the items that actually provide incentive. If you'd rather it be gold, then fine, but growing this shard is worth giving items out in a weighted lottery.

Potions should splash, hitting everyone around them. That way, all sides get what they want: players who want mage diversity have towns, while those that want alchy/stun have everywhere else. Just the way K A Z wants it.
Uh, what weird guard wack stuff? You mean hitting innocent players or things with explosion potions? That's not weird... it prevented expl potions from being thrown in town. If players made the choice to throw in town, they ran a clear and obvious risk. And that's how it should be.

That system, adding a few lower-tier rewards at random, plus expl potions splashing, and PvP would increase significantly here. I'd have no other PvP related complaints.
