At the very least it will allow people to try and compete because they will know where the locations are. Without at least knowing where they spawn, no one would even have a chance of participating in rare hunting on this shard.

Bruh all you have to do is be the first person to find a rare that can be stolen and then check back on it a couple of times daily in order to get the spawn time and keep track of the times. It's not as difficult as you make it sound and it's as easy as just setting up an Excel spreadsheet...
