If you are blue and your target is blue with reflect: You cast a spell onto them, you do not flag until you actually do damage. So if you go to blow someone up and it never actually goes through the reflect you don't flag is this intentional? This is the first time on any server i have seen...

sorry i dont have the exact ratio due to the possibility of the variation from server to server. In my experience yes STR does have a dmg % added to melee dmg. The actual amount on this server though I cannot honestly answer. The difference between 90 and 100 str should be relatively minimal though.
