I think the issue is looting a mob that will flag you criminal. The mobs get teleported around, so even though you think you killed it, you don't have the looting rights. This has caused a bunch of sour moments in the past. I think turning off the looting rights to mobs would solve the problem...

I think this would be a good addition. Maybe 40-45ar on it, -9 dex Phoenix armor is 25 armor, with no dex loss, Ranger is 20 armor you can meditate in (mitigated mana gains), so the plate would need to have a hefty dex loss like regular plate to not be OP compared to the Phoenix.
